When an application is incomplete, DPW must send the applicant a notice with the following information:
The name of the applicant.
The information needed to complete the application.
The date the pending information is needed.
A certification page.
When an incomplete application is data-entered into the system, an incomplete notice is generated automatically and is mailed to the applicant. Incomplete notices are generated daily.
An applicant may voluntarily withdraw his or her application at any time before the eligibility decision is made. If the applicant withdraws the application and gives a reason, the CAO must narrate the reason.
A withdrawn application can be rejected through the Application Processing module or the Case Processing module. If the application has been pushed to Case Processing, the worker must run eligibility and a supervisor must override the eligibility decision using the rejection code for a withdrawn application. See Chapter 677, Appendix A for rejection text for a withdrawn application. LIHEAP State Plan § 601.23
