The date of application is one of the following: (a)  the date when the CAO receives and stamps an application; (b) the earliest date the application is signed by the applicant if it is submitted by an MA provider; (c) the date when a COMPASS application is submitted online; (d) the date of first treatment or admission if the COMPASS application is submitted by an MA provider.
