Benefit issuance functions must not be performed by the worker who determines eligibility.
The worker must data-enter manual issuance information using the Client Information System (eCIS) data-entry procedures before issuance of the SNAP benefits.
The worker must issue an EBT card and have the client come into the CAO to choose a PIN for the card.
