When DPW denies an application, it must send the applicant a notice with the following information: 55 PA. Code § 601.22; LIHEAP State Plan § 601.22
The name of the applicant.
The reason why the household does not qualify.
A reference to the sections of the 55 Pa. Code or the LIHEAP State Plan on which the decision is based.
The household’s reported income and the yearly amount of reported income compared with the LIHEAP income limit based on household size.

When a rejected cash or crisis application is data-entered into the system, a notice of ineligibility is generated automatically and the notice is mailed to the applicant. Rejection notices are generated daily.
Up to three rejection codes can be used to explain the reasons for ineligibility. The codes are listed in the order of their importance. See Chapter 677, Appendix A for a list of valid rejection codes.
