All applications are processed using e-CIS.
The CAO begins processing LIHEAP applications once e-CIS is configured for the current heating season.
The system manages the application process for people initially applying for benefits and clients who are approved or rejected for benefits. There is also a record of weatherization payment information in e-CIS. E-CIS contains the client’s LIHEAP benefit payment history for cash and crisis benefits for the current program year and three years prior.
E-CIS ensures that a cash application cannot be data-entered as approved or rejected until it has been entered as pending. E-CIS informs the CAO if an application already has been approved, is pending or has been rejected. It also tracks household members who are already eligible for benefits in another LIHEAP record.
