Qualified noncitizens, regardless of when they entered the United States, may qualify for LIHEAP benefits if they meet other eligibility requirements. A qualified noncitizen is a person who is any of the following:
Lawfully admitted for permanent residence as an immigrant.
Qualified for asylee status.
Qualified for refugee status.
Paroled into the U.S. for one year.
A noncitizen for whom deportation is being withheld.
Admitted as a conditional entrant refugee.
A Cuban or Haitian entrant.
A noncitizen who has been battered or subjected to extreme cruelty or whose parent or child has been battered or subjected to extreme cruelty.

Noncitizens who do not meet the above criteria are ineligible for LIHEAP. They are not counted when determining household size, but their income is counted when determining household income.
Citizenship code 05 identifies household members who are ineligible for benefits. When LIHEAP e-CIS determines household benefits, it will not count household members who have a citizenship code of 05.
NOTE: A noncitizen household member who does not qualify for benefits can be the payment name for the household.
The following codes should be used to document alien status for household members on the PWEA-1:
Code 1—U.S. Citizen.
Code 2—Permanent alien.
Code 3—Temporary alien.
Code 4—Refugee.
Code 5—Other, not eligible for benefits.
