A lump sum is a one-time-only cash payment. It may be earned or unearned. 55 Pa. Code § 183.25 55 Pa. Code § 183.37
The County Assistance Office (CAO) must decide whether a lump sum payment is income or a resource.
If the lump sum payment is considered income in the month it is received, any money left in the next month is considered a resource. However, if the lump sum payment is considered a resource, the CAO must add the amount of the lump sum to any other countable resources and compare the total to the resource limits in Chapter 440, Appendix A. 55 Pa. Code § 181.31
Exception: The CAO must not count a lump sum payment that is excluded as a resource or excluded as income. (See Chapter 440 and Chapter 450.)
The individual must prove the following: 55 Pa. Code § 178.3 55 Pa. Code § 181.3
That the money belongs to him or her.
When the person received it.
How much it is.
Where it came from.
The amount of any allowable deductions (see Section 457.4).
Where the money went and if fair market value was received.
