Parents (natural and adoptive) and child must report and verify all earned and unearned income.
Income eligibility is determined using the child’s countable income. Countable income includes, but is not limited to:
the child’s earned income;
voluntary child support paid for the child;
any other countable unearned income.
The following income is excluded in determining eligibility for the Children with Special Needs category:
Court-ordered child support payments.
As verified in the Pennsylvania Child Support Enforcement System (PACSES), in determining MA eligibility for a child with a disability. Court-ordered child support payments from out of state, which may not be in PACSES, will also be excluded if documentation is provided. To apply this disregard, the child must be determined disabled according to the criteria established by either SSA or DHS's MRT. No other determination of disability will be accepted.
NOTE: The CAO will not require the individual to pursue child support as a condition of eligibility.
