Volunteers and community-based organizations (CBOs) that have contracts with DHS to do outreach activities may do some SNAP certification activities.
The CAO is responsible for deciding if the household is eligible and at what benefit level.
Volunteers and contracted CBOs may:
Provide program information;
Conduct prescreenings;
Help applicants complete application forms or get needed proof;
Provide transportation; and
Act as an authorized representative (see Chapter 505).
NOTE: Volunteers and CBOs are not allowed to conduct the interview or certify eligibility, with the following exception: A contracted CBO may complete the interview for a household that includes elderly or disabled persons with no earned income.
The CAO must waive the SNAP application interview if all of the following conditions are met:
The contracted CBO turns in an application for the SNAP household.
The CBO interviews the household, either face to face or by telephone, and gives the CAO all necessary verification.
All members of the household are elderly or disabled and have no earned income.
NOTE: CAO workers must use the “w” indicator on CADBUDG in eCIS for waived interviews.
The volunteer or CBO worker must show on the application that an interview with the household was completed. The worker or the household must provide all verification. The application must include the CBO provider number. (See Appendix C for a list of contracted CBOs and their provider numbers.) The CAO must conduct an application interview if the household asks for one or if the information provided by the CBO is questionable.
