The CAO must give every applicant and recipient household a written notice whenever it takes any action regarding eligibility or benefit amount.
All notices must include, in language the household understands, the following:
The reason for the action
The Public Law, 7 CFR, or 55 Pa. Code citations supporting the action, shown as P.L. xxx-xxx, 7 CFR 27x.xxx, or 55 Pa. Code 501.xx (The CAO must not use a SNAP Handbook section number as a citation.)
The household’s right to appeal any action taken by asking for a fair hearing
The telephone number of the SNAP office
The name, address, and telephone number of any person or organization that provides free legal services
The CAO must keep a copy of the paper or electronic notice for three years from the date it was sent.
Manual PA/FS 162 notices must include the mailing date, which is the first business day following the processing of the case record.
