The CAO must send a Confirming Notice telling the household that an action has been taken when the benefit has been increased or when the benefit has been decreased as a result of any of the following: 7 CFR § 273.13 (b)
An oral request in the presence of the CAO or a written request signed by a household member or someone acting in the household's behalf
A report that a household member is institutionalized
A report of the death of all household members
Eligibility termination for a drug-rehabilitation-center resident or group-living-arrangement resident if the facility loses its state certification or FNS disqualifies it as a retailer
A report from a household member or someone acting in the household's behalf that a person has moved permanently to another county
Expiration of the certification period
Information provided on a SAR form
Changes in income or circumstances during the certification period that were anticipated, with notice provided at the time of certification
A SNAP mass change, such as an increase or decrease in the standard deduction or standard utility allowance, if the system does not issue the notice automatically
A cash assistance program mass grant change
A federal benefit mass change
An expedited longer certification period assigned to a household with verification postponed. (The household must have received written notice that benefits could continue after the application month providing the CAO received the postponed verification and could act on it.)
A household converted from cash or SNAP benefit repayment to benefit reduction because of failure to make repayment
Increased income due to receipt of a cash grant that was not counted in the benefit (This applies to joint cash assistance/SNAP applications where the notice told the household that SNAP benefits would be reduced if cash assistance was authorized.)
The client’s whereabouts being unknown and departmental mail (such as CAO mail or client messages) has been returned by the post office or ACCESS cards have been returned by Central Office 7 CFR § 273.13 (c)
NOTE: The CAO must try to establish, when possible, the reason for the returned mail. A client could be hospitalized or temporarily incapacitated and not be able to pick up the mail. The CAO must exercise caution before closing a case because of returned mail.
The issuance date is the latest date by which a household must receive a Confirming Notice.
When SNAP benefits have not been accessed in the Electronic Benefit Transfer account for 180 days, benefits are moved off line and the case is automatically suspended. The system will generate a confirming notice to the household and a copy to the CAO.
