Pennsylvania Highmark Blue Cross/Blue Shield offers several insurance plans designed to cover families with children that do not qualify for MA and that cannot afford private health insurance.

309.71 The Caring Program

What is the program?

 

The Caring Program is a health insurance plan administered by Highmark Blue Cross/Blue Sheild.. It is available in Southeastern and Western Pennsylvania. It is a free program, paid for by people who donate money to it and by Blue Cross/Blue Shield.

 

The Caring Program provides special health care services to children that are covered under the CHIP program, and have special needs.

The Caring Program covers children with special health care needs and provides them with links to resources for their specific needs.

309.72 Special Care

What is the program?

 

Special Care is a low-cost insurance plan administered by Highmark BlueCross/Blue Shield that is available to residents in Bucks, Chester, Delaware, Montgomery and Philadelphia counties.  Special Care is also available in other service areas within Pennsylvania including the Harrisburg region.  The Special Care program provides basic preventive-care services to children and adults who do not qualify for MA and who cannot afford private health insurance. Special Care provides protection for families by covering the high cost of hospitalization, surgery, and emergency medical care as well as routine primary care.
