If the CAO learns of a change that the household failed to report as required in Section 570.2, and the household received benefits to which it was not entitled, the CAO will file a claim against the household.
If the CAO becomes aware of a change during the SAR or certification period, the CAO will:
Verify the change using language services where appropriate. (Review the procedures in Section 570.42 and Chapter 578.)
Send an Advance Notice of Adverse Action, unless one of the exceptions to its use applies.
Reduce or terminate benefits.
Complete an Overpayment Referral Data Input form (PA 189).
Exception: The CAO will complete the manual Overpayment Referral form (OIG 189) to refer SNAP employment and training special allowance overpayments to the Office of Inspector General. (See Supplemental Handbook Chapter 910.5.)
NOTE: While failure to report a change may cause an overpayment for another program, a SNAP-SAR overpayment occurs only if income exceeds the 130% FPIG or if ABAWD work hours fall below an average of 20 hours per week.
