123.5 Place of Application

Applications must be made in the county of residence.        55 Pa. Code ยง 147.23(b)

Exception: A person may apply in a county where he or she is living temporarily. The CAO must determine eligibility and need based on the client's situation in the county where the client applied. When the client reports that he or she is going back to the county of residence, the CAO must make an intercounty transfer. See Section 123.72.

A spouse, parent, or unemancipated minor who leaves home temporarily to attend school or training is considered to be living with his or her family for eligibility purposes, no matter how long he or she is away. The person remains in or is added to the budget group.
