177.4 Confirming Notice

The CAO sends a Confirming Notice to the client when these actions have been taken:      55 Pa. Code§133.4(c)

1. factual information known to the CAO, such as a newspaper obituary, confirms the death of a client. Do not send a notice when the deceased client lived alone;

2. the CAO receives a statement or a PA 1829 signed by the client or someone acting on his or her behalf allowing the waiver of continued benefits. The statement must be consent for that specific action, not blanket consent for all changes;

EXAMPLE: A TANF mother has reconciled with her husband and signs a note asking the CAO to close her cash benefits immediately. 

3. there are mass changes due to the end of a strike;

4. the CAO receives an official notice that a client has been institutionalized or otherwise removed from the home. This includes removal of a child from the home by a child welfare agency;

5. eligibility for a special items allowance ends and the client had been notified of the end date on the Notice to Applicant when the allowance began

6. the client or someone acting on his or her behalf informs the CAO that the client has permanently moved to another county and has been accepted for assistance after an inter-county transfer;

7. the client's whereabouts are unknown and Departmental mail, such as CAO mail, client messages, or the like have been returned by the Post Office, or ACCESS cards have been returned by Central Office. See Chapter 123, Residence;

NOTE:  The CAO should try to learn the reason for the mail return. A client could be hospitalized or temporarily incapacitated and not able to pick up the mail. Use caution before closing a case due to mail return. If the client contacts the CAO before the next payment date, issue the benefit to the client. 

8.  the client reports the information causing the action on the Semiannual Reporting (SAR) form or Late/Incomplete Notice;

9.  a special allowance for supportive services is discontinued, reduced or suspended; or       55 Pa. Code §165.81

NOTE: Send the Confirming Notice at least 15 calendar days before the effective date of a discontinuance, reduction or suspension. 

10. a change in the manner or form of a special allowance payment for supportive services results in a reduction, suspension, termination or discontinuance of the allowance or would force a change in child care providers.
