A budget group (See Section 110.1) found eligible for Temporary Assistance for Needy Families (TANF) will receive a cash benefit to meet basic needs. The budget group may also be eligible for allowances to meet special needs or special allowances for supportive services to participate in the Employment and Training Program (ETP). See Chapters 135.6 and 138 for information about basic and special allowances.

The County Assistance Office (CAO) authorizes all payments to a budget group and enters eligibility information into electronic-Client Information System (e-CIS). Complete the authorization and data entry process timely to meet the needs of the budget group.
The CAO must authorize payment either by central office issuance through electronic benefit transfer (EBT) [link the PA EBT CB01 Electronic Benefits Transfer: How To Use Your EBT Card brochure] or from the CAO emergency fund if there is an immediate need for cash.
