A homeless individual is considered to be a resident of Pennsylvania if the CAO can confirm that he or she is physically living in the state. A written statement, from someone who knows the homeless individual, saying that the individual is a resident can be used as proof. The homeless individual does not need to have a permanent address or a fixed residence.

A mailing address is needed for the individual to get the Pennsylvania ACCESS card and other correspondence mailed from the CAO. A mailing address should be one that can be used without threat of the mail being lost or stolen. It can be the address of a friend or relative, a post office box, a social service agency or (as a last resort) the CAO.
