Any money that a student gets from loans, grants, scholarships, or work-study that helps pay the cost of going to school is not counted as income when considering eligibility for TANF/GA related MA. 55 Pa. Code § 181.262
For MAGI MA, the following educational assistance is excluded: 42 CFR 435.603(e)
Scholarships, awards or fellowship grants used for educational purposes and not for living expenses.
Student loans.
Student financial assistance provided under the Bureau of Indian Affairs education programs.
Education, training and subsistence allowances paid through the G.I. Bill.
