The CAO may make a home visit to interview the individual and get proof if: 55 Pa. Code § 125.24(a)(1)
The visit will help the CAO get proof that is not available from the individual or other sources.
A home visit may help the CAO prove suspected fraud or abuse.
A supervisor must approve the visit in advance. If the household speaks limited English, the CAO must send a bilingual staff person or a professional interpreter with a staff person.
When making a home visit, the CAO will not: 55 Pa. Code § 121.1(b)(3)
Enter the home by force, without permission, or under false pretenses.
Search the home, rooms, closets, drawers, or papers, to find out about suspected fraud or abuse.
Ask questions based on a belief that the individual is keeping back information or proof.
Show up without letting the individual know in advance.
Exception: Home visits without advance notice can be made to get information that might not be available if the person knows about the visit, such as suspected fraud or belief that information given is false (for example, a parent's continued absence).
