A child who qualifies for Title IV-E Placement Maintenance or Federal Adoption Assistance remains categorically eligible for MA and Title XX social services, even if he moves to another state. MA is authorized in the state where the child lives.
If the receiving state does not have the social services or covered medical services agreed on in the Adoption Assistance Agreement, the sending state pays for those services.
The adoptive/foster parent must find a provider in the new state that will agree to become a registered MA provider in Pennsylvania.
The CAO in the county of the placing CCYA will authorize MA in the appropriate category and program status code, with a facility code of 99.
Bureau of Income Maintenance Operations (BIMO) handles the case centrally when a child moves to Pennsylvania from another state (PC 35 and PC 36) if the child gets or is eligible for:

BIMO, Central Unit will review the information and authorize an ACCESS card to be issued. The Central Unit will complete all required action on the case, including opening, closing or making changes in CIS. Central Unit will also give required notices to the client and narrate the case.
Central Unit will then email the CAO for the case to notify the CAO that work was completed on a PC 35 or PC 36 case residing in that county. The county does not need to keep a paper case record.
The CAO should review all openings for assignment to correct caseload based on CAO operational procedures.
The county of residence must answer any customer service requests the client has. This includes answering questions and collecting verifications for BIMO, Central Unit.
Central Unit will process interstate moves of PC 31 and PC 32 cases. If a PC 31 or PC 32 case never leaves the state, the Central Unit will not be involved. Current regulations and procedures will be followed.
The CCYA must notify BIMO when a child is placed out of state who receives:

BIMO will telephone the appropriate CAO with instructions to close the case and follow-up with a letter. Based on the telephone call, the CAO will:
Close the MA case
Send the Confirming Notice to the adoptive/foster parents or facility notifying them of the closing.
BIMO will access CIS after 15 days to make sure that each case transaction has been properly completed. If not completed, or if any discrepancy exists, BIMO will send a second written notice to the CAO to prompt immediate attention.
The CAO will contact BIMO for instructions if the adoptive/foster family or facility notifies the CAO that a child who gets Title IV-E or Federal Adoption Assistance, State Foster Care or State Adoption Assistance has moved out of state. The CAO will not close the case unless authorized to do so by BIMO.
If the state of residence does not provide a medical assistance card, Pennsylvania will issue a card if required.
