Appendix D: GA Budget Group Examples

1. Two sisters, Mary and Jane, ages 50 and 52, live together in a common residence and there is no room and board agreement. Each sister is eligible for GA benefits as a separate budget group. Each budget group will receive a reduced FSA, i.e., the sisters will share a two person FSA. If the 2 person FSA is $316.00 a month each will get $158.00 a month.

2. The common residence consists of Jim and his girlfriend, Jane. Jim’s only resources are two motor vehicles: a car with an equity value of $900 and a motorcycle with an equity value of $500. Jane has $100 in her checking account. The worker explained the following options to Jim and Jane.

 Option 1:  If Jim and Jane apply as separate budget groups, Jane would be eligible for a full FSA for herself only as her income and resources are within limits. Jim, however, would not be eligible at this time. Jim’s car is exempt from consideration, but the equity value of the motorcycle exceeds the $250 resource limit for one person.

 NOTE: If Jim did not have excess resources, Jane and Jim would be authorized as separate budget groups, (D, D2) but would share a two person FSA.

 Option 2:  If Jane agreed to have Jim included in her budget group, the total resource limit would be raised to $1000. Total countable resources of $100 (Jane) and $500 (Jim) would now be within limits. An FSA for two persons would be applied to the two person budget group (D).

3. If the minor parent is not eligible for TANF assistance (i.e., there is no deprivation of the minor parent) and the minor parent meets all other requirements under Section 106.41 and the other parent meets requirements under Section 106.32, coding of the General Assistance budget group will be as follows:
