A resident is a person who: 55 Pa. Code § 147.23(a)
Lives in Pennsylvania voluntarily with the intention of making his or her home here, and
Is not here for a temporary purpose.
A child is a resident of the state where the caretaker is a resident.
A person meets the residence requirements for TANF if he or she meets the following conditions: 55 Pa. Code § 147.41(a)(2)
The person is living in Pennsylvania.
The person entered Pennsylvania with a job commitment or is looking for a job in Pennsylvania, whether or not he or she is currently employed.
The person is not getting Cash Assistance from another state.
NOTE: If the person was getting assistance from another state before entering Pennsylvania, the person is considered a resident of Pennsylvania if he or she took the necessary steps to end his or her assistance in the other state.
NOTE: A person does not need to have a permanent or fixed address to be a resident. See Section 123.4.
If a person moving into Pennsylvania received Cash Assistance in another state, the District of Columbia, Puerto Rico, the Virgin Islands or Guam, then the CAO must consider the grant amount from the other state in the eligibility determination. See Chapter 138; Chapter 150, and Chapter 168.
The CAO worker must alert the applicant’s former state of residence to end assistance.
