The CAO will consider the resources of LRRs and sponsors of aliens when determining the budget group's Cash Assistance eligibility. It is the individual's responsibility to report and provide verification of an LRR's resources to the best of his or her ability, even if the LRR does not live in the individual's common residence. See Chapter 122, Citizen/Noncitizen, for deeming resources from the sponsor of an alien.
The personal property of an LRR will be counted in determining the eligibility of the budget group only if:
The LRR lives with the budget group; and
the LRR is not an SBP or SSI recipient.
The LRR is eligible for the same personal property exemptions as the individual. See Chapter 140, Resources. The CAO will determine the equity value of the LRR’s nonexempt personal property and add it to the budget group’s nonexempt resource total. The resulting amount will be compared to the resource limits in Chapter 140, Resources.

Resident property owned by an LRR who lives with the budget group has the same requirements as resident property owned by a member of the budget group. See Chapter 140, Resources.
Exception: Resident property owned by an LRR who is an SSI recipient is not considered in determining the budget group's eligibility.
Nonresident property owned by an LRR who lives with the budget group and who does not receive TANF, SSI, or SBP affects the budget group’s eligibility. The equity value of nonresident property legally available to the LRR will be added to the other nonexempt resources of the LRR and the budget group.
If the total exceeds the resource limits in Chapter 140, Resources, the LRR has the same requirements as a budget group member for conversion of nonresident property. See Chapter 140.63, Nonresident Property.
If the LRR fails to comply with these requirements, all budget group members for whom he or she is responsible are ineligible.
The LRR must acknowledge liability for reimbursement of benefits that the budget group members for whom he or she is responsible received when:
The LRR who lives with the budget group has an ownership in nonresident property not legally available to him; or
the LRR lives with the budget group and owns nonresident property that cannot be sold. In this case, he or she must sign a Reimbursement Agreement (Form 176-K), agreeing to repay the assistance received when the nonresident property is sold. See Supplemental Handbook Chapter 915, Reimbursement, for details.
