The CAO may make a home visit to interview the person and get verification if:
55 Pa. Code § 125.24(a)(1)(ii)
the visit will provide verification that is not available from the person or other sources; or
a home visit will reveal information about suspected fraud or abuse.
A supervisor must approve the visit in advance.
When making a home visit, the CAO must not:
enter the home by force, or without permission, or by using a false reason or excuse for wanting to go in;
search the home, rooms, closets, drawers, or papers to look for clues of possible deception;
ask questions that presume the person is withholding information or verification; or
make a home visit without letting the person know in advance that someone is coming.
Exception: The CAO may make unannounced home visits to get information that may not be available if the person knows the visit is coming. This includes such situations as:
suspected fraud; or
a reason to believe that submitted verification, such as verification of a parent’s continued absence, is false.
