106.8 GA SAR, Renewal and Reporting Changes

 As an eligibility condition, every Cash Assistance budget group that meets a Semiannual Reporting (SAR) criterion must submit certain information semiannually. DHS must give the individual a SAR form to report this information. The budget group must also verify the reported information. See Chapter 171, Semiannual Reporting.

106.81 GA SAR

The CAO will enroll a GA budget group in SAR if it contains an individual who has:

Exception: A budget is not enrolled in SAR if the only source of income is from a GA student with exempt income (See Chapter 150, Income, Appendix A, Earned Income of A Child).

 NOTE: Room and board payments are types of earned income.

Semiannual reporting for budget groups which meet the above criteria is required even if:

 

The CAO must complete appropriate data entry to begin enrollment in the SAR System. All cases require one of the following codes:

 

106.82 Renewal

A renewal is a periodic review of Temporary Assistance for Needy Families (TANF) or general Assistance (GA) eligibility factors that are subject to change.

A renewal may be complete or partial.

The CAO must review a recipient's eligibility at regularly scheduled time periods and when circumstances change.

The CAO must decide when to redetermine eligibility based on expected changes in the household’s circumstances and on the required time frames for each assistance category.

If a recipient no longer meets the eligibility requirements for TANF, the CAO must take action to discontinue benefits and determine eligibility for other programs.

NOTE: If a recipient no longer meets the eligibility for a GA category and does not meet the requirements for any other Cash category, the individual must be reviewed for Medical Assistance.

To prompt the creation of an application number, the CAO must select “N- No Auto MA” in the “Auto MA” field on the Cash Budget Authorization Screen. If the incorrect selection is made, an incorrect category will be authorized.  If the field is left blank, an application number will not be created, and the individual will not be reviewed for MA.

The CAO may complete a renewal of GA eligibility at the same time as a renewal for other programs.

Renewal for GA budgets will follow the procedures for TANF as set forth in CAH 176.

 

106.83 Reporting Changes

Each head of household who is required to sign the Common Application Form (PA 600) must give the County Assistance Office (CAO) true and complete information on everything that may affect eligibility. An individual must accurately report changes described in Section 170.2. Changes must be reported by the tenth day of the month that follows the month of the change.
