The purpose of this chapter is to provide CAO's with standards, policies, and procedures for the protection and support of victims and survivors of domestic violence in the TANF cash assistance program. The following policies and procedures have been developed primarily in response to domestic violence, which includes threats or abuse by and against intimate partners or family and household members. This chapter and the policies, procedures, and forms discussed herein also apply to victims and survivors of other types of violence affecting families. These policies and procedures reflect the Department of Human Services' (DHS's) commitment to ensure that the cash assistance program serves as a safe haven and source of help for all victims, survivors, and their families.
