Applications must be made in the county of residence.
Exception: An individual may apply in a county where they are living temporarily. The CAO must determine eligibility and need based on the individual's situation in the county where they applied. When the individual reports that they are going back to the county of residence, the CAO must make an intercounty transfer. See Section 123.72, Permanent Move to another County in Pennsylvania-Intercounty Transfer.
A spouse, parent, or unemancipated minor who leaves home temporarily to attend school or training for any period is considered to be living with their family for eligibility purposes.There is no time limit for the absence when attending school or training. The individual remains in or is added to the budget group.
