The CAO must verify residence before authorizing cash benefits if residence is questionable. Residence verification is proof that the applicant is living in Pennsylvania.
NOTE: A domestic violence victim may use an alternate address to receive mail, such as the CAO address or a legal substitute mailing address through the Address Confidentiality Program (ACP). See Chapter 108.102, Alternate Address.
Proof of residence that may be used includes but is not limited to the following:
Rent receipt;
Statement from a third party.
Statement from an agency working with the individual.
Receipts for mortgage or utility payments;
Deed;
Voter registration card;
Driver's license or state issued ID;
Statement that a motel or hotel room is available once rental payment is made;
Statement that a room is available at a mission, Salvation Army, homeless shelter, or similar place.
NOTE: A voter registration card by itself is acceptable proof of residence only when:
