Appendix D: Employment Advancement and Retention Network (EARN)

Individuals eligible for TANF, excluded from Diversion and mandatory to participate in work or work related activities may be referred to the Employment Advancement and Retention Network (EARN) contractor. The hours of participation are determined by the household composition for TANF. SNAP-only recipients must participate for the hours of the program as indicated on an EDP.

EARN offers assessments that  are combined with a system of work activities. An important element of EARN is the development of individualized plans that combine education, training, and work activity programs for individuals needing barrier remediation. These programs are designed to enable individuals to obtain skills that enhance employability.

EARN programs work with participants to develop an Individualized Employment Plan (IEP). The IEP is a client-led plan developed by using information gathered from a full family assessment that identifies the barriers and goals of the participant. The IEP is a living document that the EARN will use to follow a participant through to successful completion of the program. EARN programs use to IEP to engage the participant in allowable activities that support the goals of the IEP. Participants will engage in barrier remediation, job search and job skill activities, case management, educational activities including credentialing and placement and retention services for up to 12 months.

NOTE: In counties where there is no Work Ready, EARN is the contracted service provider for Extended TANF adults.
