180.1 General Policy

A budget group (See Section 110.1) found eligible for Temporary Assistance for Needy Families (TANF) will receive a cash benefit to meet basic needs. The budget group may also be eligible for allowances to meet special needs or special allowances for supportive services to participate in the Employment and Training Program (ETP). See Chapters 135.6 and 138 for information about special allowances.

The County Assistance Office (CAO) authorizes all payments to a budget group and enters eligibility information into  electronic-Client Information System (e-CIS). Complete the authorization and data entry process timely to meet the needs of the budget group.

The CAO must authorize payment either by central office issuance through electronic benefit transfer (EBT) or from the County Assistance Office Advancement Account (CAOAA) if there is an immediate need for cash. County disbursement will be used for initial grants only when there is a critical need for cash.
