When DHS denies an application, it must send the applicant a notice with the following information:
The name of the applicant.
The reason or reasons why the household does not qualify.
A reference to the sections of the 55 Pa. Code or the LIHEAP State Plan on which the decision is based.
The household’s reported income and the yearly amount of reported income compared with the LIHEAP income limit based on household size.
A detailed explanation of the right to an appeal, how to ask for a hearing, how to prepare for a hearing and what happens at a hearing, and a fair hearing request form.
When a Cash or Crisis application is rejected through the system, a notice of ineligibility is generated automatically and the notice is mailed to the applicant. Rejection notices are generated daily.
Up to three rejection codes can be used to explain the reasons for ineligibility. The codes are listed in the order of their importance. See Chapter 677, Appendix A for a list of valid rejection codes.
