To qualify for a LIHEAP grant, the applicant who signed the (HSEA-1) is required to prove certain items of eligibility, such as where the household lives, citizenship of household members and household income.

The applicant also is required to prove information they gave to the CAO that appears to be incomplete, unreasonable or inconsistent with the known facts. The CAO will help the applicant get proof if necessary.

If information in the LIHEAP application differs from the information in CIS and e-CIS, the LIHEAP application information must be verified. A pending list should be sent requesting verification of the conflicting information.

If DHS learns of changes in household circumstances after an application is submitted and date-stamped but before it is processed, workers must use the new information in determining eligibility for LIHEAP.
