403.2 Preadmission Screening Program For LTC Facilities

Federal law prohibits "warehousing" of the mentally ill, the developmentally disabled, or individuals with other related conditions, but the law does not prevent anyone who needs LTC care from receiving it. An individual who is identified as mentally ill, developmentally disabled or has another related condition may be admitted to an LTC facility under certain circumstances, such as a terminal illness.

A Preadmission Screening Resident Review Identification (PASRR-ID) form is used to review an individual, who is mentally ill, developmentally disabled or has another related condition. Anyone familiar with the individual’s situation can fill out the PASRR-ID form. The form must be reviewed at one of the following offices:

The office must decide whether LTC facility services are appropriate and notify the CAO. If care in an LTC facility is not appropriate, the individual may receive services in the community under one of the HCBS programs.

Preadmission screening is not required for individuals being admitted to any of the following facilities:
