405.5 Enhanced Veterans Reimbursement (EVR)

EVR is an initiative that was implemented to reduce Long-Term Care (LTC) costs incurred by individuals residing in one of the six veterans homes located in the Commonwealth.

1.  Southwestern Veterans Center (Allegheny County)

2.  Hollidaysburg Veterans Home (Blair County)

3.  Southeastern Veterans Center (Chester County)

4.  PA Soldiers and Sailors Home (Erie County)

5.  Gino Merli Veterans Center (Lackawanna County)

6.  Delaware Valley Veterans Home (Philadelphia County)

These facilities are administered by the Department of Military and Veterans Affairs and are certified as Medical Assistance (MA) providers by the Department of Human Services (DHS). They provide personal care, skilled nursing care, domiciliary care and dementia care to veterans and their spouses.

NOTE:  The personal needs allowance for an individual residing in a VA LTC facility is $450.00.

The Central Unit (CU) handles all EVR cases. The CU determines eligibility, performs ongoing case maintenance and responds to any questions that may arise. To qualify for the EVR Program, the individual must be residing in the domiciliary or skilled care section of the veterans home.  The veterans home will send the PA 600L and MA 51 to the CU for any resident potentially eligible for MA LTC. If the CU determines the individual is eligible, they will open the individual in a PVN or TVN category with a program status code of 00, 66 or 80. Facility code 32 is used for individuals residing in a VA LTC facility. If one of the veterans homes submits an application to a CAO, the CAO must send the application and all accompanying documentation to the CU at:

If an individual applying for MA LTC in a veterans home is already receiving MA or MA LTC and the CAO is notified the individual has entered skilled nursing in the veterans home, the CAO should follow current inter-county transfer procedures using County #23, District #3.

If the CU is notified that an individual receiving MA or MA LTC has entered a veterans home, the CU will request the case be closed so that MA LTC can be processed in County#23, District#3.
