489.5 Office of Child Development and Early Learning (OCDEL) HCBS Program
489.51 General
The Office 
 of Child Development and Early Learning (OCDEL) is jointly overseen by the Department of Human Services and the 
 Department of Education.  The 
 OCDEL 
 offers Early Intervention 
 Services (EIS) to at-risk infants and toddlers, as well as children 
 three and older, who have developmental disabilities or delays.  The 
 OCDEL 
 offers one HCBS program, which is the Infants, 
 Toddlers and Families Waiver (ITF).
The OCDEL 
 administers these programs through 
 one of its bureaus and County 
 Mental Health for Individuals with Intellectual  Disabilities 
 (MH/ID) program  offices.  The county MH/ID office determines a child’s functional eligibility 
 for EIS or for the ITF Waiver.  The CAO determines financial 
 eligibility for the ITF waiver.       
 489.52 The Infants, Toddlers and Families Waiver   
The Infants, Toddlers, and Families 
 Waiver provides services to children from birth up to age three who are 
 in need of EIS and who would otherwise require the level of care provided 
 in an Intermediate Care Facilities for Individuals with Intellectual Disabilities 
 (ICF/ID) or Intermediate Care Facility for Persons with Other Related 
 Conditions (ICF/ORC)
Within 
 90 days of the child’s third birthday, the OCDEL will send a PA 1768 
 form to the local CAO.  This will serve as notice that the child will 
 be aging out of the ITF Waiver program upon turning age three.  Upon receipt of the PA 1768, the CAO will set an alert to close the case on the 
 date the child becomes three.  The child may qualify for one of the other HCBS 
 programs administered by the ODP.
