Pennsylvania Highmark Blue Cross/Blue Shield offers several insurance plans designed to cover families with children that do not qualify for MA and that cannot afford private health insurance.

309.61 The Caring Place

The Caring Place is administered by Highmark Blue Cross/Blue Shield. The Highmark Caring Place provides support for children that have experienced the loss of a family member.  The program provides a peer support program, education, consultation and referral services. It is a free program, which began in Pittsburgh, with facilities in Erie, Harrisburg, and in the Cranberry region.

309.62 Special Care

Special Care is a low-cost insurance plan administered by BlueCross/Blue Shield that was available to PA residents prior to the Affordable Care Act. Some individuals remain in the Special Care Program, but it is no longer available for new applicants.  The Special Care program provides basic preventive-care services to children and adults who do not qualify for MA and who cannot afford private health insurance. Special Care provides protection for families by covering the high cost of hospitalization, surgery, and emergency medical care as well as routine primary care.
