A child is considered deprived if one or both parents,the specified relative, or other adult caretaker meet the conditions to be considered unemployed or underemployed.
Parent(s) and specified relatives can be considered for both Temporary Assistance for Needy Families (TANF)-related Medically Needy Only (MNO) (TC/TU) or low-income Modified Adjusted Gross Income (MAGI)-related Medical Assistance (MA) (MG 27).
Other adult caretakers can only be considered for low-income MAGI-related MA (MG 27).
A parent, specified relative, or other adult caretaker is considered unemployed or underemployed if they:
Have no employment or income.
OR
For TANF-related MNO (TC/TU): Have income in which the net income, after allowable deductions (see Chapter 361, MNO Deductions) is less than the MNO income limit for the applicant/recipient group(Chapter 369, Appendix A Medically Needy Only Income Limits)
For low-income MAGI-related MA (MG 27): Have income in which the net income after allowable deductions (see Chapter 312.5, Income Deductions and Disregard) is less than 33 percent of the Federal Poverty Income Guideline (FPIG) for the applicant/recipient group (Chapter 312, Appendix A MAGI Income Limits).
