When an applicant/recipient group becomes eligible for a different category of NMP, the CAO will apply the rules of the new category for which the group is eligible. The CAO must not require a new application for any of the following changes:
From one NMP category to another
From NMP to MNO
From MNO to NMP
From cash to NMP or MNO
Exception: A recipient of NMP who needs Long-Term Care (LTC) facility services must fill out a PA 600 L, even if LTC is authorized in an NMP category.
When changing categories, the CAO will:
Apply the earned income incentive test to the earnings of an employed individual when approving PC, PU or PD; and
Send the recipient an advance notice when changing the category from TANF-related to GA-related.
A change of category is effective the day after the end date of the advance notice period.
If a change in category leads to ineligibility for NMP, the CAO will close the NMP budget and determine eligibility for MNO.
Reminder: The CAO will consider whether an individual qualifies for Healthy Beginnings or Healthy Horizons.
