369.5 Change of Category

When a budget group becomes eligible for a different category of MNO, the CAO will apply the rules of the new category for which the group is eligible.

  When changing the category from TANF-related to GA-related MNO, the CAO will:

The CAO will not require a new application for a change from one MNO category to another MNO category or from MNO to an NMP category.

 

Exception: A recipient of MNO who needs Long-Term Care (LTC) facility services must fill out an application form, even if LTC is approved in an MNO category.

If an individual enters a Long-Term Care facility while a recipient of MNO, they may be eligible for payment of LTC services in either a NMP or MNO LTC category.  When the individual leaves the LTC facility, they will be authorized for the remainder of the MA MNO coverage after the LTC-related category is closed.

 

Example: An individual is open TJ 22 from July 1- October 31.  During August, they enter an LTC facility for several weeks. The TJ 22 ends and PJN is opened for the time the individual is in the LTC facility.  When the individual leaves the LTC facility, PJN is closed and TJ 22 is re-opened with a closing date of October 31.. (Both an override to the correct category and an income override must be completed to re-open the TJ 22 category).

Note:  When opening the remainder of the MNO period, the CAO will check to see if there were any additional expenses (such as cost-of-care, etc.) that may be used to make the individual eligible for a longer MNO period (a full six-months) or NMP coverage.

When approving MNO, the CAO will:

A change of category is effective as of the date the CAO makes the change in CIS or e-CIS
