If an individual needs medical services but does not have an ACCESS card, the CAO will prepare and issue a Temporary ACCESS Card (TAC) from the county office (See Appendix C).
NOTE: The CAO will not require verification of a medical appointment or medical need. The individual’s statement that they will need the card is sufficient.
The CAO will issue a TAC if the following conditions apply:
The individual indicates medical services may be needed before an ACCESS card can be received.
MA has been opened for ongoing coverage or an NCE, but the ACCESS card has not been received.
Reminder: The time frame for an initial or replacement ACCESS card to be produced and mailed is 48 hours from eCIS data entry. The ACCESS card should reach the individual within seven calendar days.
The card was issued but is lost, stolen or destroyed.
The individual reports individual name is incorrect.
The card is unavailable because of a change in budget group membership.
Example: Michelle Jones reports that Michelle and the children left Michelle's spouse. The spouse has the ACCESS cards and refuses to give them to Michelle. Michelle needs medication for one of the children. The CAO will issue replacement ACCESS cards for Michelle and the children. The CAO will issue a TAC for the child who needs medication.
All individuals who are eligible for an ACCESS card are also eligible to receive a TAC. See Section 380.1 General Policy.
The CAO will issue the TAC as follows:
1. Authorize issuance by entry on the Authorization and Instruction Sheet (HS 764). Issue cards for those individuals who have immediate medical needs (doctor appointment, prescriptions, etc.).
2. Use the eCIS Standalone Module to determine the Card Issue Number. Enter the Card Issue Number on the TAC.
3. Use the eCIS Case Summary Screen to determine eCIS Individual (Recipient) Number, the eCIS Standalone Module to determine the validation number, and the individual’s name as displayed in eCIS. Enter this information on the TAC.
4. Sign and date the PW 764 (CAO worker and immediate supervisor).
5. Complete and issue the TAC according to controlled document procedures. See Supplemental Handbook Section 810.53, Temporary ACCESS Card.
NOTE: The CAO will review the record for the designated MCO and will remind the individual to contact their MCO for a replacement card.
6. Remind the individual to destroy the TAC when their ACCESS card is received.
