Using IEVS – Chapter 13
Exchange 10 – CJIS
The Pennsylvania Board of Probation and Parole (PBPP) furnishes information on
those all individuals on probation and parole under their supervision. Also included are those individual identified as violating the conditions of their probation and parole or are who are identified as absconders, whereabouts are unknown. Parole Violators will result in a worker disposition being created for possible matches with CIS. The information furnished includes the individual’s demographic information along with probation/parole information; the type of violation and the violation period begin and end dates. Also any record that indicates the individual is on probation/parole as a result of a felony drug conviction after August 1996 will result in a “Restriction the Benefit Alert Banner ” “ D&A Referral Required?” being placed on that record. This includes records that currently match or do not match with CIS. This is for future file clearance purposes
This banner is displayed on the detail screen to alert workers of possible
permanent welfare restrictions unique eligibility requirements.
PBPP information is considered VERIFIED information.
When the PBPP files are received, CJIS matches the individual demographic information with the CIS active recipient file. The same CJIS matching edits are used as with the other Exchange 10 sources. These include Last Name, First Name, SSN, DOB and Sex Code. If an exact match is found, the CIS individual number is linked to the PBPP individual and a pending worker disposition is set. The worker is notified via the Caseload Summary of the pending worker disposition. CJIS pending worker dispositions for PBPP information allow
90 45 days to review the information, obtain the necessary verification and take the appropriate action on CIS.
If a match is not found using the above criteria, the name will be processed through the Soundex routine in a further attempt to identify a possible match. If a possible match is found, but the worker determines this is not actually the CIS recipient, the IEVS disposition code (FX) should be used to indicate this is not the CIS recipient.
The “Restriction Banner” is placed on all records that indicate a drug conviction and/or welfare fraud. This includes records that match or currently do not match with CIS. This is for future file clearance purposes.
The PBPP updates it’s files daily as a result of individuals found to be in violation of their conditions of probation/parole.
Initially PBPP sent us their complete file of all probation/parole violators. This file contained approximately 7,000 individuals. Thereafter we receive daily updates. The daily update information includes all new violators as well as those individuals no longer classified as a probation violator. These individuals are either now in compliance with their conditions of probation/parole, have been incarcerated, died or deported.
Purging of the CJIS database will be on an on-going basis. The purge criteria for PBPP
information have not been established.
