STEPS: • Attempt to contact the applicant by telephone on the day the application is received to conduct an expedited SNAP interview. • Conduct an application interview at the time of contact and provide the applicant with a list of verification items necessary to receive ongoing benefits. • Authorize expedited SNAP benefits no later than day 4. • Send PA 162 Notice of Eligibility, informing applicant of eligibility for expedited SNAP. .• Narrate in the case record narrative how the applicant was informed of their eligibility for expedited SNAP benefits.

STEPS: • Attempt to contact the applicant by telephone on the day the application is received to conduct an expedited SNAP interview. • If unable to contact the applicant, send a PA 1599 and a PA 253 on the day the application is received (when operationally possible). The PA 1599 will tell the applicant that they must be interviewed to determine their eligibility for Quick SNAP. The PA 253 will inform the client about their need to complete an interview and any other pending information that may be required to process ongoing benefits. Note: The household does not need to do two interviews. An interview completed during the expedited time frame serves as the application interview for ongoing SNAP benefits. • Authorize expedited SNAP benefits if the applicant meets other expedited SNAP eligibility criteria. • Send a 162 Notice of Eligibility informing the applicant of eligibility for expedited SNAP. • If the applicant does not respond to the PA 1599 and PA 253, see below. |

Failure to respond to the PA 1599 and PA 253 |

• If the household responds, is interviewed and is eligible, authorize expedited SNAP benefits or send a PA/FS 163 if the household is ineligible for expedited SNAP for another reason. This may include income/resources greater than shelter costs, identity, failure to provide pending information from a previous expedited issuance, • If the applicant fails to respond to the PA 1599 and PA 253, send a Notice of Missed Interview (NOMI) to notify the household of the missed interview and its responsibility to contact the CAO to set up another interview. The NOMI should be sent based on the date on the PA 253, •If the applicant does not respond to the NOMI or complete the interview by day 30, send a PA/FS 162 Notice of Ineligibility and reject the application using code 047. • Narrate actions taken and eligibility decision in the case record.
