All verification requirements of Chapter 578 apply to migrant or seasonal farm worker household applications except for the requirement to verify residence. The CAO may waive this requirement if verification cannot reasonably be done.
7 CFR § 273.2(f)
The CAO must verify the identity of the seasonal farm worker applicant. If documentary evidence is not available, the CAO must contact a collateral source.
7 CFR § 273.2(i)(4)(i)(A)
Examples of acceptable collateral sources include crew leaders, growers, or migrant service agencies (such as Pennsylvania Farm Worker Opportunities).
The CAO must make a reasonable effort to verify destitution, but only if the effort will not delay expedited benefits.
7 CFR § 273.2(i)(4)(i)(B)
The migrant or seasonal farm worker household must provide postponed verification from in-state sources before the CAO issues the second monthly benefit.
7 CFR § 273.2(i)(4)(iii)(B)
The migrant or seasonal farmer worker household must provide postponed verification from out-of-state sources before the CAO issues the third monthly benefit.
The CAO must complete data entry for issuing SNAP benefits for the second or third month on the first work day of the issuance month or within five calendar days after verification receipt, whichever is later.
Migrant or seasonal farm worker households are entitled to postpone out-of-state verification only once per season.
If a household applying for expedited benefits has already postponed this verification during the current season, the CAO must grant a postponement of out-of-state verification only for the first month’s benefits and not for the second month.
