The CAO will:
provide PA 772 at certification and renewal for all nonexempt work registrants (see Chapter 535.3)
fully inform each SNAP applicant and recipient of the services offered by participation in SNAP E&T at interview and renewal;
encourage individuals to volunteer for SNAP E&T by describing the E&T contracted programs available in the area (see: Appendix B) and the services they offer, including education, training, SPALs, placement, and retention services designed to assist the individual and their family to become economically secure;
code each household member with an appropriate ETP Status Code;
review formal requests from a contracted program to enroll participants who directly reached out to the contracted program, otherwise known as “reverse referrals”, within 15 calendar days of receipt; these requests are submitted using the Reverse Referral Form, PA 1951;
assist with the completion of the EDP (PA 1531) when an individual volunteers to participate in an allowable SNAP E&T activity;
update the PA 1531 at renewal or when there is a change in participation status; the EDP does not have to be updated solely to issue a SPAL.
