Determining eligibility for the Supplemental Nutrition Assistance Program (SNAP) is a two-step process:
Determine if the household meets the program rules for SNAP;
If yes to #1, Determine the benefit amount.

Prospective budgeting (PB) is used to determine the benefit amount for all SNAP households.
