570.1 General Policy

This chapter applies to households enrolled in the semiannual reporting (SAR) system as well as to households not enrolled in SAR.

The CAO must advise a household , in a language the household members understand, of their responsibility to report certain changes in circumstances on time.

 7 CFR § 273.12(a)(2)

Exception:  Households receiving Extended SNAP benefits have no reporting requirements during the Extended SNAP period.

570.11 Timely Reporting

An applicant household must provide all information related to SNAP eligibility and benefit amount at the certification interview.  If a change occurs after the interview but before the Notice to Applicant is issued, the household must report that change within 10 days of the notice date.

 7 CFR § 273.12(a)(3)

A participating non-SAR household must report a change in circumstances by the 10th day following the month of change.

7 CFR § 273.12(a)(2)

A participating SAR household must report income that exceeds 130 percent of the federal poverty income guidelines (FPIG) by the 10th day following the month of change.

 7 CFR § 273.12(a)(i)(vii) & 7 CFR § 273.12(a)(i)(B)(viii)

NOTE:  If the household contains an able-bodied adult without dependents (ABAWD), the ABAWD must report work hours that fall below 80 hours per month by the 10th day following the month of change.

If a SAR or NON-SAR household voluntarily reports a change, the CAO must act on it for both increases and decreases in benefits.

 7 CFR § 273.12(a)

If a SNAP household receives cash assistance or Medical Assistance and reports a change, the change is considered reported for SNAP purposes. (See Section 570.5.)

 7 CFR § 273.12(f)

NOTE:  The procedure for changing the amount of the benefit because of a reported change is explained in Chapter 568.
