Each SBP recipient gets an EBT ACCESS card to use for his medical assistance services.
MA will be explored separately for individuals eligible for State Blind Pension. If the State Blind Pension recipient does not qualify for an existing MA category, they will be placed into one of the new MA categories for State Blind Pension recipients:
· SBP 80 – Individual eligible for State Blind Pension & Buy-In
NOTE: To build SBP 80, the “Entitled to Medicare Part A?”, “Medicare Part A Recipient?” and “Medicare Part B Recipient?” boxes on the “Individual Attributes” screen must be checked.
· SBP 00 – Individual eligible for State Blind Pension, No Buy-In
If an SBP recipient qualifies for both Medicare and Healthy Horizons, the CAO must tell the recipient that he can choose SBP benefits or Healthy Horizons benefits. The CAO must also explain that SBP benefits stop if he chooses Healthy Horizons benefits. The recipient must decide between the two programs. The CAO authorizes accordingly.
If an SBP recipient qualifies for Medicare and for Healthy Horizons Cost-Sharing benefits, the CAO must assign program status code 80 to the SBP medical category and enroll the client in Buy-In. See the Medical Assistance Eligibility Handbook, Chapter 319, Healthy Horizons.
NOTE: SBP recipients qualify for Medicare Part D in addition to SBP medical benefits.
SBP recipients may not receive MAWD benefits in addition to SBP medical benefits.
An SBP recipient can also meet the requirement for Medically Needy Only (MNO) medical assistance.
A blind person who qualifies for SBP may receive payment for nursing home care in either a public or private nursing home. See the Long-Term Care Handbook.
Individuals eligible for State Blind Pension can be explored for Home and Community Based Services waiver categories, but they must meet all non-financial and financial eligibility requirements to be eligible for waiver services. If the State Blind Pension recipient is eligible for waiver services, they will be built into a waiver category (PAW/PJW). If a waiver code is entered for a State Blind Pension recipient and they are not built into a waiver category (PAW/PJW), the waiver code must be removed from the case before authorizing SBP 80 or SBP 00.
