The provisions for administering human services programs makes sure equal rights, benefits, and opportunities are available for all persons regardless of age, sex, race, color, religious creed, ancestry, national origin, disability, handicap, sexual preference, lifestyle, political belief, union membership, and whether or not they have received benefits before.

Nondiscrimination requirements apply to all benefits, including money payments, vendor payments, the Supplemental Nutrition Assistance Program (SNAP), medical services, social services, and information or referral services.
Nondiscrimination requirements also apply to applicants for and recipients of any program run by the Department of Human Services (DHS). The groups of people listed below must follow nondiscrimination requirements:
Employees responsible for administering the benefits and services provided by the DHS.
Providers of human services. Providers include facilities which are registered, approved, certified, contracted with or licensed by DHS. They include county assistance offices (CAOs), hospitals, day care centers, residential facilities, clinics, sheltered workshops, and other types of facilities.
Persons responsible for treating clients in facilities of outside agencies, institutions, and organizations who participate in DHS programs.
