110.8 Payment Name

The payment name is the person in whose name benefits are issued.

For TANF, the payment name for the TANF budget group is one of the following:

NOTE:  The specified relative is the payment name even if he or she has not applied for benefits for himself or herself or receives a different type of benefit.

NOTE:  In the case of a sanctioned minor parent whose child is eligible for TANF, the payments are paid to the minor parent’s parent, legal guardian, or other adult relative or to a representative in the adult-supervised supportive living arrangement. This ensures that the minor parent’s dependent child gets the benefit of the payment.

NOTE:  A guardian or trustee for a member of the budget group has precedence as the person who is the payment name. If there is no guardian, an adult has precedence over a minor. Where there are two adults or emancipated minors, they must decide who will be the payment name.

If there is more than one budget group or a budget group authorized as more than one grant group within the same category, the CAO must assign a grant group number to the second and subsequent budget groups or budget. Each budget group must have its own payment name. The CAO must use the alternate payment name section for this designation.

If a person is the payment name for more than one budget group (NS and ES, or NA and EA), the CAO may assign a common case record number. The PA 600 must list the members of all the budget groups and the persons whose income is deemed.

If multiple case records are assigned, each case record must contain a PA 600 that represents the budget group’s composition and is signed by the caretaker or relative.
