A resident is an individual who:
lives in Pennsylvania voluntarily with the intention of making their home here, and
is not here for a temporary purpose.
A child is a resident of the state where the caretaker is a resident.
An individual meets the residence requirements for TANF if they meet the following conditions:
The individual is living in Pennsylvania.
The applicant entered Pennsylvania with a job commitment or is looking for a job in Pennsylvania, but is not required to be employed currently.
The individual is not getting Cash Assistance from another state.
NOTE: If an applicant was getting assistance from another state before entering Pennsylvania, the applicant is considered a resident of Pennsylvania if they took the necessary steps to end their assistance in the other state.
NOTE: An individual is not required to have a permanent or fixed address to be a resident. See Section 123.4.
If an applicant moving into Pennsylvania received Cash Assistance in another state, the District of Columbia, Puerto Rico, the Virgin Islands or Guam, the CAO must consider the grant amount from the other state in the eligibility determination. See Chapter 138; Chapter 150, and Chapter 168.
The CAO worker must alert the applicant’s former state of residence to end assistance if the applicant does not provide verification that the assistance has ended.
